Is there a way to create emergency startup disks in XP
Home?

Insert blank floppy. Right click floppy drive in My
Computer. Go to format. Click create an MS-DOS startup
disk.

There are diffrent set for Home or PRO.

If you are talking about boot disk, yes.
When you format floopy disk, check to make msdos boot disk.

What's a floopy disk?

You need to copy these files to a formatted floppy: boot.ini, ntdetect.com and ntldr. With this disk you can boot XP (provided that hal.dll is still good) see "Use System Files to Create a Boot Disk to Guard Against Being Unable to Start Windows XP http://support.microsoft.com/default.aspx?scid=kb;EN-US;q314079".

The MS-DOS disk described by others boots to DOS from WINME and that doesn't see NTFS files. It is a good disk for flashing the BIOS and not much else.
