If you are talking about boot disk, yes.
When you format floopy disk, check to make msdos boot disk.
 
You need to copy these files to a formatted floppy: boot.ini, ntdetect.com and ntldr. With this disk you can boot XP (provided that hal.dll is still good) see "Use System Files to Create a Boot Disk to Guard Against Being Unable to Start Windows XP http://support.microsoft.com/default.aspx?scid=kb;EN-US;q314079".

The MS-DOS disk described by others boots to DOS from WINME and that doesn't see NTFS files. It is a good disk for flashing the BIOS and not much else.
