emergency repair disk

Hi,
Can i ask what does the emergency repair disk does? Is it work like the
recovery console, like just boot into the command prompt when your OS can't
boot up itself?

The Emergency Repair Disk (ERD) that was available in Windows NT 4.0 and
Windows 2000 does not exist in Windows XP Professional.

NT and 2000 ERD's helped repair problems with system files, startup
environment (if you have a dual-boot or multiple-boot system), and partition
boot sector on the boot volume. The Recovery Console now takes the place of
the ERD.
