Emergency Repair Disk creation failure

Hello, I am unable to create the ERD on Windows 2000
server. I am receiving the following message when I
attempt to create the ERD in Windows 2000 backup:

The operation failed.

The disk file was not found or was inaccessible.

The floppy drive and diskette are are good. I am able to
create/copy files on the floppy without any problems. I
have searched the internet and knowledgebase without any
success. Does anyone know what the problem may be?

Check that the file 'setup.log' exists in the
\winnt\repair
directory.
