Emergency Repair problem

I have windows 2000 and had conflicting driver problems. So I used the ERD that was provided on the win2k cd. Now it is requesting me to reinstall programs (ie: Norton, office xp, etc.), but they are still loading up and running fine. As well I was attempting to reinstall the service packs and security updates but one of the updates is failing (does not say which). When I reboot after the install my system will not load windows and will restart right after the load up screen, until I do another emergency repair (leaving me in the same spot as where I started). Is a full system reformat the only fix for this or am I to do another step after the emergency repair.

You didn't say what repairs were performed, but with the corruption you
describe, I wouldn't think twice about a new install.
