emergency boot disk

I have tried several times to make a boot disk for XP. copying BOOT.INI,NTDETECT & NTLDR to a floppy. This is what I have heard should work.But when I try to boot to this disk I get a message reading " Missing or corrupt file HAL.DLL
Even when I copy HAL.DLL to the the floppy it still doesn't work. What is going on??? Is there a boot disk that actually works for XP??? PLEASE HELP!!!
