ntldr missing, need bcupdate2.utility

can anyone recommend how to get the bcupdate2.utility so
that I can start again with XP. I've tried copying files
from a: such as ntldr, ntdetect.com and no luck. when i
start up with the disk, the file system32]hal.dll is
corrupt or missing. can anyone help? thanks, ray
