emails downloading when outlook not open

I am using Outlook 2003 and when it is closed it still continues to download
emails and I cant find where to turn this off
 
Tools | Send\Receive | Send\Receive Settings | Define Send\Receive Groups -
Take the check marks out of the boxes under "When Outlook is Offline"

Are you sure that Outlook is actually closed? Have you set it to minimize to
the systray? You need to click on File-Exit to actually CLOSE Outlook.

If the OP actually HAS closed Outlook, then there is no way it will download
email. My suspicion is that the OP hasn't actually CLOSED Outlook but has
just minimised it to the systray.
