emails as attachments

Is there a way to setup a filter based on an attachment? We currently get
emails that are bounced and the original email is sent as an attachment
within our notification it was bounced. We would like to separate them out
and have someone view them so filtering would be great.

Not natively. Outlook has no inherent ability to test the contents of an
attachment.
