Emailing photos

I have lost the facility to reduce the file size of photos for emailing, i.e.
when I select a photo in 'My Pictures' then click on 'Email this picture', I
no longer get the dialogue box giving me the option to reduce the file size.

I'm using XP HE, and my email is via Outlook Express.

Any ideas how to restore this, please?

Click Start, Run, and type the following:

REGSVR32 SHIMGVW.DLL

Press the Enter key.

Why don't the Resize Pictures dialog appear while sending picture to e-mail?:

Disabling "Send pictures via E-mail" wizard when using "E-mail this file" link in the Common Tasks pane:
