If you are sure that is the cause you can access the e-mail account on the
E-mail account provider server and delete it then next time you access the
Outlook it will not download because it is deleted from the ISP e-mail server.

Probably is a very large attachment in the email. You could try making a
mail rule that says "where the message size is more then" and set the size
up there around 3 meg. Set it to delete from server when it sees something
that size.

If your ISP has webmail, use a browser to access the webmail and delete
the message.
