You can request a "read receipt" but the recipient can deny it.

You can send the message "Return receipt requested," but there's
no guarantee that it will work. First the recipient has to be
using an E-mail client that supports the feature, and second, he
has to have it set to send the return receipt. Many people (me,
for example) have their E-mail client set to deny return
receipts, because we don't want spammers to get such
acknowledgement.
