i have an email address with tiscali, but have moved on to btyahoo broadband
and want to retain the use of my email but when using outlook i can receive
emails but cant send them. all settings are correct but btinternet wont allow
them to be sent

Tiscali probably doesn't let you send from an IP address not on their
network. If BTInternet gave you an e-mail address with your account (most
ISPs do) you might be able to configure Outlook to send your outgoing thru
their SMTP server. You'd have to configure the authentication for the
outbound server most likely.
