Email via picasa and outlook express

Have had Windows XP recently installed on a new hard drive after a fatal
crash. Now I find that I cannot send a document via My Docs or a picture via
Picasa through the email unless I use the attachment within outlook express .
How do I set the programmes to enable me to send these items by email without
having to first open Outlook express.
