Email Tracking Options

Problem: Outlook 2002 appears to be preventing all email
messages going to recipient after that recipient had
requested 'Read Receipt" and I had declined.
Circumstances: Outlook 2002 option, email options,
tracking options was set for "Ask me before sending
response." I responded to the Outlook message "No". Now
can't send email to this recipient.

Why not? What happens? Do you get any error message?
