email this file opens Windows Live

Using XPPro, Outlook 2000.
Not sure what has happened through the years that changed the default
settings, but when in My pictures I click on a Thumbnail of a pic and on the
left panel "email this file"

I have Outlook 2000 installed, but Windows Live (Hotmail) opens up instead.
I have Outlook set as my default email program in IE7. How can I set this to
open Outlook instead of Windows Live?
