Email subject changes from Hebrew to Latin

I'm using XP Professional with Outlook 2003. I also have both English and
Hebrew installed as languages.

My Oulook contains 2 main folders. One of them is mapped to my ISP IMAP
service. In it I see my remote IMAP Inbox. The other one is my "Personal
Folders".

When I get new emails in my remote Inbox, I drag-and-drop thems into my
Personal Folders local Inbox. However, when doing so, sometimes the "Subject"
lines changes from displaying [the correct] Hebrew letters into displaying
Latin (European with accents) letters.

How can this be fixed?

The Personal Folders file must be a Unicode (2003) type PST; if it's an
older (97-2002) type PST, then this can occur.

You cannot "convert" an old type PST; you must create a new one, then
copy or move all data from the old to the new file.

How do I "copy or move" all the data from one PST to another?
Do you mean "drag-and-drop" using Outlook with both?
There are folders, and there are contacts, etc...

Yes, drag-and-drop. You can move/copy entire folders. Use right-click
drag-and-drop to select between Copy & Move.

Outlook 2003 cannot make use of Unicode in IMAP accounts because the PSTs
that act as the cache for those accounts are restricted to non-Unicode PSTs
compatible with Outlook 97-2002. I suspect that's the source of the problem
and I don't see how it can be addressed without using Outlook 2007, which
supports Unicode in IMAP accounts.
