Email Rules Being Changed By Incoming Spam

I have many rules set to block incoming spam. There are certain spam
pieces I receive that actually can alter my rules!

The email comes in - a box pops up on the screen saying "you do not
have permission to alter this rule"- That spam is not let in - but a
few minutes later I start receiving spam that has that rule in it!

I go to check outlook and the box is unchecked thus disabling the rule!
How can I stop this?

So why did you choose to reconfigure Outlook to *not* use the Restricted
Sites security zone when viewing HTML-formatted e-mails? If you don't want
anyone sending your HTML code that is executed on your host then configure
Outlook to use the Restricted Sites security zone (at its High setting)
which prevents any scripts, ActiveX, or other malcontent in the HTML mails.
