email links won't open unless IE is running

XP Professional,Outlook 2002,RoadRunner.Links will not open unless IE is
running.If IE not running when I click on email link the" Internet Connection
Wizzard" starts and tries to get me to connect to the Internet.I have reset
web settings and have no pop-up blockers running.Suggestions please.

Download and install patch to set IE as your default browser:
http://windowsxp.mvps.org/reg/IE_Default_Browser.reg

Usage: Double-click the file and answer and YES when prompted.

Meena, Thanks. I did that and it almost fixed the problem.With IE not running
when I click the link IE opens up to the page of the link but then the
"Internet Connection Wizzard Box" opens up in the middle of the screen. I can
cancel it out but it is annoying.But at least the page does pull up now
without IE already being open. If IE is already running, the "Box" does not
appear. I have searched my computer but can't find the exact box in any of
the start up connection programs.Anything else would be appreciated.And
thanks for the help so far.
