Email Link Opens in OE Instead of Outlook???

This seems like it would be a simple fix... anyways, if
someone sends me an HTML encoded email with an email link
and I click that link to open up a new email, it opens up
in Outlook Express instead of Outlook... OE is not my
default mail client and I even have Outlook set as the
mail client in IE > Tools > Internet Options > Programs.
What do I need to change to have Outlook handle email
links??? Thanks!!!
