Email Delays to receiptants

The problem we are having is when an email is sent, often times
there is a random delay on the receipents side. We have several
people in one office and if we send out a mass email, some
people will receive it instantly, some will get it with a
minute, others could be as much as several minutes. Often the
same person has the delayed messages. We only have one exchange
server (150 user load). Min load on server. Irrorical a cell
phone that is configured for email(text message) often receives
the message sooner than some users.

Any suggestions?

Environment
Office XP Windows XP clients
Exchange 2000 Server (Advanced)
Windows 2000 Servers
Users are all in the same office, same subnet, LAN,VLAN, etc. GB
backpane.

Perhaps those specific systems are blocking the UDP packets Exchange is
trying to send to the clients to let them know mail has arrived.
