Email attachments blocked since Windows XP security download

Since downloading KB823980 (Windows XP Home), all e-mail attachments (including work-related and photo attachments) are being blocked with the following message: "OE removed access to the following unsafe attachments in our mail: (title)." (Outlook Express, I presume).This seems systematic and indiscriminate - some of these attachments I really need to view and suspect they're safe enough. How do I disable this block or selectively override it?

The suggested fix that I found on the Microsoft site to go to the "Networking and Internet Connections" folder on the Control Panel do not work - I don't even have a folder by that name and the Network Connections folder that I do have does not permit me to make the changes advised

Greetings --

Outlook Express' default security settings are simply trying to
protect you. OE has no way of telling whether an attachment actually
contains a virus or not, so it temporarily blocks any of those file
types that could potentially contain a virus. In Outlook Express,
Tools > Options > Security, uncheck the "Do not allow attachments to
be saved or opened that could potentially be a virus" option, assuming
you trust the source, of course. The wiser course of action, however,
would be to modify your list of unsafe files, as outlined in the KB
