Eliminate re-rebuffering?

Using a notebook with XP Home and IE6 with a Bellsouth Light DSL connection
and router. Up until a few days ago I could enjoy watching video clips and
short movies online which ran smoothly...no re-buffering. All of a sudden
without any changes to my system I cannot watch more than 10-20 seconds of a
video and it stops and starts buffering all over again. One of my favorite
websites is TED.com that features online viewing of speeches by interesting
speakers. It was always seamless viewing, until very recently. Also, on
websites where there is no buffering, the clips are continiously
halting...then smooth...then halting...etc..

I have cleared my cache and my system seems to be working fine. Sounds like
a bandwitdth issue. Is there a fix for this? Any step-by-step is
appreciated. Thanks in advance, Fran
