When I click on Desktop-properties-appearance-effects and disable effects it
resets to use effects everytime I reboot. Any solution for this?

Try System Properties> Advanced> Performance> Settings. Under Visual
Effects, change the setting to Custom. Then try changing your effects here
and in Display properties.
 
I have everything diabled there.
