Edit button not working (grayed out)

I am not sure why, but I just noticed that my "edit" button is always
grayed
out, on every page. This used to not be the case, but now it is constantly
"off". What could the problem be?

Clear the IE cache.
IE> Tools> Internet Options> General> Delete
files (and delete offline content.) >Clear history. ok.
