IE6 toolbar buttons grayed out

My toolbar buttons (Standard, address, Links, etc.) are grayed out and there is no "customize" button.. There is an "isearch" button listed (and checked) but it is also grayed out. I delted isearch from my computer, including the registry. Anyone know how to ungray the buttons so I can customize my toolbar again? thans.
