Edit button greyed out in IE6 toolbar

I have a user reporting that the Edit button located on the IE6 toolbar is
greyed out. I have combed the system over looking for a culprit but to no
avail. The user edits alot of web pages via MS FrontPage2002 and absolutely
hates browsing through pageswithin the application to get to the one he wants
to edit on our Intranet. When he browses to a page that he clearly has
permission to, the edit button is greyed out. Even sillier, some pages that
he visits, i.e Amazon.com, Google.com, the button is not greyed out and
appears to give him the illusion that he can edit the pages. Any clues, has
this problem been reported, has there been a fix issued for this problem?
Even sillier, the button doesn't stay greyed out all the time, sometimes he
is able to use it, other times not. What gives?

Cleaning out the temporary internet files usually clears it up. But, the
obvious question: Why isn't he opening the web in FrontPage client and
doing his work?
