E-mails not sending automatically

I have Windows mail set up to send e-mails immediately but all it does is
dump them in the outbox. I have to close down Windows Mail and start it
again to force it to send the e-mails out of the outbox. (It won't send them
when I click send/receive either).
 
Which antivirus program are you running? Some of them are not
compatible with Windows Mail and will cause this type of problem.
