"E-mail this file" won't work

From My Pictures, when I select a folder containing three
JPEG files and click on "E-mail this file," two dialogue
boxes appear. The first in the foreground is "Send
Pictures via E-Mail" which gives you the option of making
all pictures smaller or keeping them the original size.
Behind this box is one titled "Send Mail" which pauses
on "Preparing to send" until you have selected one of the
two options in the "Send Pictures via E-Mail" box.

Once the selection is made and OK is clicked, both boxes
disappear and no e-mail program is launched. This
behavior is occurring on a new Dell Inspiron 5150
received just two weeks ago. When I perform the same
task on an older Inspiron 8000 also running Windows XP
Home Edition, as soon as I make the selection in
the "Send Pictures via E-Mail" box, Outlook is launched
and the folder is shown as an attachment. The only
difference between the two laptops is the older one runs
Outlook 2000 and the new one runs Outlook 2003.

I have checked the properties of the JPEG files and all
are associated with Windows Picture and Fax Viewer which
properly launches when you open any of the files.

Alternatively, I can start Outlook and select each file
individually as attachments, but this method does not
allow me to select the whole folder to send and does not
give me the option of making all pictures smaller or
keeping them the original size.

I have talked to Dell tech support (maybe "spyware" or
perhaps reinstall Windows XP) and searched the Microsoft
Knowledge Base and found nothing to help.

Suggestions?

Click on Start, click on Run and type the following in the textbox:
REGSVR32 SHIMGVW.DLL
and press the Enter key.
Note that there is a space between ...32 and SHI...
This should bring back the make picture smaller option.
