E-mail Accounts not Accessible

I'm using Outlook 2000, XP, Norton360, wired connection to Netgear Router.
E-milas are sent and recieved OK. But if I go to Tools;Accounts to access the
e-mail settings then nothing happens - it doesn't open the panel -it's like
nothing is connected to the Accounts button.
Also if I go to Tools;Options;Mail Delivery:Accounts - does nothing
Same with Control Panel;Mail - a very quick egg timer and nothing.
I've tried Repair, i've uninstalled all of Office 2000 and only re-installed
Outlook - same problem

Sorry about that, I must have gotten distracted from reading your whole post,
where you had mentioned you already went into the control panel. If you're
using an older version of Outlook, have you checked out what size your PST
is?

-- outlook.pst is 81Mb. Also since the original post i have tried Outlook Express and under Tools there isn't an Accounts option. I have also temporarily installed Windows Live Mail as a test, which did allow me to create accounts, send & recieve mail OK - I have since removed this as I would rather stay with Outlook for mail and it's integrated calendar & tasks etc regards

Thanks for you input i have now resolved this.
Outlook 2000 requires Outlook Express (read MS KB230076), OE is a component
of IE6 & I'm running IE7.
It seems that somehow OE got in a tangle which was stopping Outlook
functioning correctly.
1 - secured system & Outlook.pst
2 - Revo Uninstall Outlook
3 - as OE is a component of IE there is no OE application for Revo to
uninstall so i generally followed this guide

some issues were that some files / folders could not be re-named or deleted
as they were in use, but by doing as much as possible, re-booting & using
Safe Mode plus deleting C:\Program Files\Outlook Express and then attacking
the bits that didn't want to go I seemed to finally get OE off the system.
4 - then MSOE50.inf to install OE
5 - and WAB50.inf to reinstall the Windows Address Book
6 - install only Outlook 2000 from the Office 2000 installation disk
7 - Outlook wizard then leads you through setting up you e-mail accounts &
mail servers
Bingo Tools / Accounts accessible & mail functioning - RESULT!
