dynamic web templates

I don't know why some objects within my non-editable regions are still
editable (eg text in layers and pictures) does anybody have any ideas?
 
It's ok thanks, Ive sorted it now, it was about the difference of creating an
object within the non editable region v dragging one in which was created
outside (using tables)
