I have 2 dvd rom in pc. One is a burner setup as master
Hardware profile shows both drives but drives not available to access
Driver prompt gives error 39. When attempt to update driver, windows
replies present driver is best.
The BIOS acknowledges the hardware.
In device manager both drives have an exclamation mark over the icon

Any suggestions

Try this: "CD-ROM Access Is Missing and Messages Cite Error Code 31,
Code 32, Code 19, or Code 39 After You Remove Easy CD Creator in
Windows XP" (http://support.microsoft.com/?kbid=314060).

If you are hesitant about going into the registry this edit will do the same
thing that the microsoft article "Thorsten" led you to will do.

Have you tried uninstalling the drives in device manager and rebooting?
When you reboot the "add new hardware wizard" will reinstall the drives for
you.
