dvd-rom and cd-rw drives not accessible

Under Windows XP letters of dvd-rom and cd-rw drives appear but I can not access to any CDs or DVDs in these drives. It is a Windows XP issue because i can access to them normally under Windows 98. I works only under Windows XP after I reboot several times my computer. What is the cause of this problem ? I could not find an answer in the microsoft support pages.
 
Try booting XP into SAfe Mode, open Device Mnager, remove all instances of
the CD and DVD devices, reboot and see if Windows can redetect the hardware.
