DVD Drive Code 39

My DVD Rom drive is not recognized by Windows XP Pro. I am receiving the
"Code 39" error and have tried the registry hacks involving lower and upper
filters, but the problem remains. The drive does work, I can boot from the
drive and my dell diagnostics tell me the drive is ok. Does anyone know of
anything else I can try?

CD-ROM access is missing and messages cite error Code 31, Code 32, Code 19,
Code 39, or Code 41 after you remove Easy CD Creator in Windows XP
