CD Driver not Loading (Error code 39)

Under device management the status of my CD drive is as follows:

Windows cannot load the device driver for this hardware. The driver may be
corrupted or missing. (Code 39)

Earlier today, I used my CD/DVD rom drive to copy some files to a CD. It
was after this I decided to clean my hardrives by going through and deleting
programs I didn't need anymore. When I was finished with that, I tried to
load some software onto my computer, but my drive wasn't reading my discs. I
tried the uninstall and reboot of my drive as well. My computer recognizes
the drive, but Windows fails to load it. My computer is brand new so I don't
think my CD drive is corrupt or missing. So please help me so I can use my
CD drive again!

Even though it is still listed this too is often seen when a third party has
mucked about with upperfilters and lowerfilters. *sigh* Take a gander here:
