i am using a dell SE198WFP set at 1440 x 900. when i watch a dvd it doesn't
fill the screen, only uses the middle 1/3, black bars at top and bottom. i
already tried changing the settings under View in windows media player but
black bars are still there. also checked and am running latest drivers for
moniter and video card.

Your monitor has a ratio of 1.6, the DVDs I've got on hand in front of me
are a mixture of 1.78 (16x9) and 1.85, I know some films are even wider.

If you've got some DVDs of say a television series they're usually 16x9 and
as such will be a closer fit for your monitor, movies are often wider and so
you end up with empty space top and bottom.

Is the DVD a widescreen format DVD? Are the black bars only at the top and
bottom of the screen? Is the image distorted -- stretched horizontally?

yes it is widescreen, the bars are only at the top and bottom, the image

Windows Media Center does allow for scaling. Right click in the playback window
and select Zoom.
