is there a dvd decoder software that will work with the
windows media player 9?

Check with the manufacturer of your DVD drive.
Most allow you to download the software/drivers from their
web site.

There are several, the decoders themselves would need to be W2K compliant
moreso that WMP compliant because the WMP simply hooks that decoder.
