dvd decoder

Does anyone out there know where (or how) I can obtain a
DVD Decoder for Windows 2000? My Dell laptop (Inspiron
8200) came with a dvd/cd-rom writer, yet when I attempt to
view a dvd I receive an error message indicating that
Windows 2000 did not detect a dvd decoder. I understand
that this decoder can be either hardware or software. I'm
terribly confused. Any help would be greatly appreciated.

They aren't free. If your drive came with one, it would already be on your
system. If it's not on your system, it may be on a disk that came with the
drive/system. If it's not there, then you'd need to go get a new software
MPEG2/DVD decoder. :\
