Duplicate Item appearing in Public Folder

In our company we are using outlook 2000 with ms exchange
We have developed custom form for tracking activity on a particular task.

1. There are many customized fields/properties are placed on that form
according to the need.
2. This form is published on public folder with other forms.
3. More than one user can open same form at a time.
4. Each form has unique Number for identification.

From last couple of weeks, our users are reporting that they are having
multiple instances of same form. Users are reporting that same form is
appearing multiple time in public folder with (either assigned to same or
different user)

We have a txt file for keeping Id's. Initially the file contains 0 and on
creation of a new ticket it will read current value from the file and add +1
in the existing value and so on.

One user has sent his observations for the said problem:
Ticket –AB0001 is assigned to User2.
User1 sent a message and after 2-3 minutes user1 received a conflict message
notification as the ticket was opened by user2 as well (ticket was not opened
in edit mod). But User1 message was not updated in this ticket, rather it was
updated in a separate ticket, having same ID, automatically created and
assigned to User3.

Help in this regard would be highly appreciated.

What type of form -- post, task, journal, etc.? Where is the form published?

We are using IPM.Task and publishing this form in a Customer Support Desk (a
public folder)

Investigated further and found an article which help me to resolve this issue.

"When a conflict occurs, the owners of the public folder receive an e-mail
message from the Exchange server notifying them of the conflict. The owners
can then open the conflicting message in the public folder where they can
choose to keep the item or keep all items. Keeping all items results in the
generation of two messages in the public folder"

So are you saying that people had been selecting "Keep all items" when they got conflict notification?

No, Keep All Item wil create multiple item of the same outlook Item (this is
what we were facing as an issue becaue most of the user in our organization
clicked on Keep All Item - which generates the multiple instances of out
custom outlool item)
While Keep this Item will discard other messages in conflict except the
selected one.
