dumprep.exe has high CPU usage

[xxx_]

When I turn on the computer, I sometimes get this process "dumprep.exe"
which has about 50% CPU usage. The problem is usually solved when I restart
my computer and do not see "dumprep.exe". May I know how to solve this
problem permanently?
