dual ethernet card networking problem

Hi y'all,

I have set up my home network with 2 ethernet cards per computer. Let's
just say I've done this for a reason. Any way, I've separated the LAN and
internet connections and everything works great when both computers are
powered up. But, should one of the computers (comp#1) not be powered up
(UPS supplying computer power is turned off - so computer has no power at
all), the other computer (comp#2) cannot access the internet. Once power is
supplied to the other computer (comp#1 - turn on the UPS), everything is
fine.

Settings:

LAN cards are fixed IP addresses (192.168.10.XX), subnet 255.255.255.0, MS
networking, Printer and File Sharing ENABLED. No Gateway or DNS numbers.

INTERNET cards are fixed IP addresses (192.168.1.XXX), subnet 255.255.255.0,
MS networking, Printer and File Sharing DISABLED. Gateway and DNS numbers
fixed.

Any ideas?

Forgot to add:

Both computers run XP, LAN has a separate switch, and Internet access is via
cable modem (NO ICS).
