I have installed Win98 in a fat32 partition, Then WinXP home in an NTSF partition. WinXP is working fine and sees the fat partition in disk management as *. My problem is that I don't know how to access the fat32 partition and use Win98. I haven't installed recovery console, would this make a difference? any suggestions

You cannot access the FAT32 to use 98. It is completely independent of XP.
You must boot to 98 to use it.

You can access the FAT32 partition for file transfers or storage from XP.
You will not be able to access the NTFS partition when booted to 98.
