drop icon shadows not working no matter how you set the option

suddenly the drop shadows stopped working no matter how I set the option in
system properties>advanced>performance settings>visual effects
 
If you have Active Desktop content enabled, you won't be able to change the behavior. Right click the Desktop, Properties, Desktop, Customize Desktop, Web tab.
