Is there a way to prevent the dropdown history from coming
up in the address bar?

Which address bar? For Internet Explorer, turn off "autocomplete" in
Internet Options> Advanced and under Internet Options> Personal
Information. To clear the lists, use Internet Options> General> History>
Clear.
 
Yes this works for the current time but how do you turn it off so that it
doesn't continue the next time that you use explorer.

"Clear" gets rid of the lists. Stopping them - refer to the IE settings
mentioned in my other post.
