safemode loads the o.s. without third party drivers.
so if there is a belief a driver is causing the problem,
then it is likely due to a third party driver. However,
microsoft also has developed some third party drivers for
windows too. So if a third party driver is the problem then
it could very well be a microsoft one as well.
ALso, safemode loads the default adminstrator profile too. But
i am not sure what exactly entails "personal settings", eventhough
one can assume that it is somekind of personalization by the
o.s., maybe it might also be considered as a "profile". Have you
researched "personal settings" via MS knowledgebase?
I know that the "registry hives" include a profile hive. And
I know that ntregopt may help you fix the hives. And i know
that microsoft has a profile hive cleaner download too
(In safe mode, i think the main personal setting is adminstrator)
It might be a simple matter of repairing the registry, or
creating a new user or something, all of which may require
safemode to repair the problem. In safe mode you can
reboot to the recovery console via a switch for the
winnt32.exe file. So maybe you can do a little more research
of the clues i provided above.
Sorry I couldn't be more specific, but
I'm old and have used computers since the mid 70's.
Now I go for
the easy fixes like letting windows repairs itself with the cd...
