Drive letters keep changing for some reason

OK I have a win XP Pro system with 4GB RAM and three hard drives 2 cd ROM's
and 1 external USB hard drive, for some reason after a restart all my drives
letters change.

C is my main drive with single partition
D is now my USB External drive single partition
E is one of my Internal drives single partition
F is one of my internal drives single partition
G is a removable disk I assume my USB Epson Printer for the card slot
H is a CD Rom
I is a CD Rom

Not sure why this is happening but i would like to re order them the way I
had them when i installed the system especially the D drive i want to make
the F drive.

I know i have seen in XP some place you can do this but for the hell of me I
can not find where it is now any help please as to where i can locate it ?

Click Start, Run (Type) DiskMgmt.Msc [Enter]
Right Click the Volume Label (Letter:) and left click the option
"Change Driver Letter & Paths".
*The console view will open in small footprint mode, you'll want
to maximize it so it's easier to work with.
