Drive crash, WinXP install and Chinese

A friend had a drive crash, I have loaned him a hard drive (and have since
replaced with the warranty replaced drive), and have installed a US-English
copy of XP.

I need to add Traditional Chinese support for him, and cannot find how,
which leads to two questions:

1) Is there a language pack to add Traditional Chinese language support to
Windows XP Home?

2) Since he is on the road more than he is local, is there possibly a CD
that will install the proper language for his laptop?

Sorry for some vagueness, trying to have this ready upon his return.

Information

Taiwan or Manderin (Traditional) Chinese is not listed. I believe it is a
language pack that can be downloaded or added. Or...

He may have an install CD that we cannot find. He may know where it is but
we do not have contact with him until he returns.
