Chinese IME pad in Windows XP Home Edition?

I have an older computer running Windows 2000 and Word 2000. It is an
English language installation with Traditional Chinese installed as an
optional language. Unfotunately, this combination doesn't allow the use of a
IME Pad for inputting Chinese characters via a graphics tablet (or if it
does, I haven't figured out how to do it).

I know that Windows XP Pro does allow this since this is what I use at work.
What I need to do is to find the cheapest way to do this on my home machine
(as described above). Does Windows XP Home Edition have this ability? I
can't afford the 'Pro' edition for home, so am looking for alternatives.

What does IME stand for? You've installed drivers for the graphics tablet?
I'm glad I'm not the only person who can't afford all this expensive software.
