draging icons on desktop

how do i change the settings so that when i drag an icon on the desktop to
another position it will stay there
 
If you mean for when you log off or restart, then check this setting:
(To save your settings on exit set to 0)

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"NoSaveSettings"=dword:00000000

Right-click on a space on the desktop & click on "Arrange Icons By" &
ensure "lock Items" is un-ticked (NOT locked) Then place whatever you
want wherever you want & "lock" or not. Good luck. :-)

When you look at the "Arrange Icons By" feature, make sure you
don't click (check) "Auto Arrange".
