downloads automatically go to a temp folder

i have windows xp.everytime i try to download a song it automatically sends
it to a temp file,it doesn't prompt me.it shoud say (save as) and let me
choose what file i want to put it in.even if i right click them,it doesnt ask
me.can someone please help me out,it should be a simple solution.
 
R.click on the file,select "save as" choose where to save.Or,go to run,type:
%Temp% This gets you the temp folder.
 
when i right click on the file it only says open,open in new window,or copy
link.it dones'nt
say "save as" like it should.
