is there someplace in my winxp home that I can set to
prevent my kids from downloading?.
or...at least password protect downloading so I can see
what they are downloading before it downloads.
I have two admins and 4 limited users on my
computer...but I cant see what the kids are limited to.

Home or Pro Edition? If Pro, use Group Policy Editor (run>gpedit.msc)
*very* carefully. Look under Administrative Templates. If Home, look at
MVP Doug Knox's Security Console:
